Ü   How do I eFile a Spending/Reimbursement Account Claim On-Line?
   

These instructions are detailed and have the appropriate screen shots with each step. After you have used the system only one time you will find the process very simple and you will probably not need to view these instructions again.

     
STEP 1   Enter the secure Employee Site by clicking any eFile link on our web site at www.tri-starsystems.com (See SCREEN 1). If you have already logged in to the Employee Site go to Step 3.
     
STEP 2  

When you click the eFile or Employee Login link you will be asked to enter your Social Security Number and Password (See SCREEN 1). If you do not know your password, click the link below the PASSWORD field that says: I forgot my password or I never received one. When you click that link you will be taken to a form to complete (See SCREEN 3). If you properly complete this form your password will be immediately emailed to you. If the form is not properly completed a Tri-Star representative will be in contact with you to certify your identity and provide you with your password. Once you receive your password you can then login and proceed.

STEP 3  

Once in the Employee Section you can do several things. You can view your personal information, claims submitted, payments received, account balances, change your email address or password, etc. But for purposes of these instructions you should click the eFile link (This is the third link in the left had margin of the page that says “FSA Claims Submitted eFile”).  (See SCREEN 4).

STEP 4  

Choose the Plan Year and Account. The claim you are submitting must have been incurred during a plan year in which you are a plan participant. Example: if you had a surgical procedure in December 2004, but did not pay the bill until March 2005, the claim should be submitted for the Plan Year in which December 2004 fell, not when the bill was paid in March 2005.

STEP 5  

Screen 6 will list all claims you have previously submitted for the specified Plan Year and Account. This list will include all previous claims whether submitted via regular mail, regular fax, or eFile.

Click the link shown in red that says “Submit a New Claim (eFile)”.

STEP 6  

Enter the Service Dates for the claim you are submitting. For HCRA claims the From Date and Thru Date can be, and often are, the same. For DCRA claims you should enter the period for which your child care expenses were incurred.

Enter the amount you are claiming.

Choose a category from the drop down list for your claim.

Enter the patient or child name. If a DCRA claim, and you have more than one child in daycare, you can enter more than one name here. First names will suffice.

Name of doctor, pharmacy, hospital, daycare center, child care provider, etc.

Short comment, if you desire, regarding this claim.

When finished, click the SUBMIT button. You will be taken to Step 7.

VERY IMPORTANT NOTE: Each claim must be submitted as a separate claim, just as you would list them on a regular claim form. If you have three prescription drug bills, each one of those would be a separate claim. It is imperative they are submitted this way for the claims reviewer to check for duplicates.

STEP 7  

After you click the SUBMIT button in STEP 6, you will be brought back to SCREEN 8, where you will see the claim you just submitted along with all previous claims for that Plan Year. You will notice the Date of Service From date is highlighted in red. As long as this date is “red” you can click it and change what you have entered to correct any mistakes, etc. Once a claims representative from Tri-Star has reviewed the claim the “red” date will change to black and you can no longer alter that claim.

To submit additional claims just keep going through STEP 6 by clicking on the “Submit a New Claim (eFile)” link. There is no limit to the number of claims you can submit.

STEP 8  

Once you have entered all your claims, click the “Fax Cover Sheet” link (See SCREEN8). A Claim Form (Fax Cover Sheet) will be displayed (SCREEN 9). You can review this sheet for accuracy. If everything is correct, click the “Print this Page” button. Sign the Fax Cover Sheet and fax it, with all supporting documentation, receipts, etc., to Tri-Star at the number listed in the header of the Fax Cover Sheet. For long distance calls use the toll free 800 number. For local calls in and around St. Louis, Missouri use the local call number.

Your fax will come directly to a claim reviewer’s screen, usually within two or three minutes after you fax it, and is reviewed in order received. Currently, that time is less that one hour. If the claim is valid with proper receipts, the claim is approved. If the claim cannot be approved as is, all valid claims will be approved, and you will be notified via email regarding the reason any part or all of your claim was denied, along with information about what you can do to get the claim approved.

As stated earlier, this whole process is taking less than one hour, as opposed to claims submitted through regular methods of two or three days. In addition, you can see the progress of your claim on-line. Before claims processing day, you can review your claims to see if they have been approved and see your balances and payable amounts.

Ü   Why should I eFile my claims On-Line?
   

Until we introduced eFile there were only two ways to file a Spending/Reimbursement Account claim.

The first way, you had to obtain a claim form at www.tri-starsystems.com, complete the claim form and fax it, along with your receipts, to Tri-Star. This form would print out on our fax printer, along with hundreds of other claims. These paper forms have to first be retrieved, sorted into company groups, and then manually entered into BeneFLEX®, Tri-Star’s proprietary benefit management software. This process can take as much as 3 to 4 days, depending on volume.

The second way, you have to obtain a claim form, complete it and mail it, along with your receipts, to Tri-Star. This process takes even longer because of the mail time.

These two methods of filing claims will not be changed and Tri-Star will continue to offer excellent service to participants who wish to file claims using one or both of these methods.

However, with eFile the process will be more convenient and much faster. When you eFile your claims, the first benefit is your assurance they have been received by Tri-Star. As you SUBMIT each claim it is saved immediately to the BeneFLEX® database. You can see each claim in the “submitted claims” list. The second benefit is accuracy. The claim is entered by you and does not have to be reentered by our claims personnel. The claim form that you must submit with your receipts is also pre-completed and all you have to do is print it. The third, and perhaps most important benefit is speed. Tri-Star has set aside special eFile fax numbers: (800) 315-0737 for Toll Free long distance and (314) 985-0253 for local. When a claim is eFiled and the claim form and receipts are faxed to one of these numbers, the documentation comes immediately and directly to the desktop of a claims reviewer for consideration. If the receipts indicate the claim(s) is accurate it is approved on the spot. If part or all of your claim(s) cannot be paid because it is an ineligible expense, the receipt is invalid, or some other reason, you will receive an immediate response to the email address you have provided us telling you the reason for the denial and what you need to do to have the claim reconsidered. This process can take as little as 1 to 2 hours but in no case longer than 1 business day.

Ü   When I eFile my claims, why do I still have to fax in a claim form and receipts?
    The I.R.S. requires us to verify every claim submitted under a Section 125 Flexible Spending Account to assure it is valid. In order to comply we must have your signed agreement (claim form) and valid receipts for each claim submitted. The purpose of eFile is simply to speed up the process of filing claims, speed up the approval process, and to make it more accurate and convenient.

Ü   When I eFile, is the information I am passing secure?
   

 Tri-Star’s Web Server is protected by Secure Site Pro from VeriSign. Secure Site Pro is a 128-bit Secure Socket Layer (SSL) encryption certificate. According to VeriSign “128-bit SSL encryption is literally trillions of times stronger than 40-bit SSL encryption and has never been broken”.

When you use Tri-Star’s secure web server you can be assured that the data you are passing and receiving is completely secure.

 Ü   Do you share my information with any other persons or companies?
   

Tri-Star does not share information with any other person, company, or entity, with the exception listed in the next paragraph. We do not sell lists of any kind, we do not share or distribute email addresses or regular mailing address list, or in any way violate the trust you have placed in us by sharing information with us. We use this information only to serve you. Your email address is used only to communicate with you and will not be shared.

Tri-Star does communicate to your employer information necessary to administer the plans they are providing you. This information includes only dollar amounts for purposes of payroll deductions, account funding, etc. We never share protected information such as private medical information, or even email addresses, unless that information originally came from your employer.
